Uganda Mineral Export Regulations — 2026

The official regulatory framework for exporting minerals from Uganda.

Uganda's mineral export sector is governed by the Directorate of Geological Survey and Mines (DGSM) under the Mining Act 2003 and the Minerals (Mineral Produce Export) Regulations 2004. All mineral exports require a DGSM Mineral Exporter's License and an export permit issued on a per-consignment basis.

For 3TG minerals, Tin (Cassiterite), Tantalum (Coltan), Tungsten (Wolfram), and Gold. Uganda is a signatory to the ICGLR Regional Certification Mechanism (RCM), which requires conflict-free certification under the OECD Due Diligence Guidelines for Responsible Supply Chains (5th Edition). US-listed companies sourcing from Uganda must comply with Dodd-Frank Section 1502 (SEC conflict minerals rule). European buyers must comply with the EU Conflict Minerals Regulation (2021/821).

Customs clearance is filed through the Uganda Revenue Authority (URA) via ASYCUDA World. Export royalties are paid to DGSM at the time of permit issuance. The Certificate of Origin is issued by the Uganda Chamber of Mines or URA.

Before You Export

DGSM
Mineral Exporter's License
Issued by the Directorate of Geological Survey and Mines. Requires business registration, URA tax compliance, and proof of mineral origin. Processing: 2–4 weeks for new applicants. Corvex Logistics holds active standing licenses for all mineral categories.
ICGLR
Conflict-Free Certification
Mandatory for all 3TG minerals under the ICGLR Regional Certification Mechanism. ITSCI chain-of-custody tags applied at mine gate. Required for Dodd-Frank Section 1502 and OECD 5th Edition compliance by your international buyers.
XRF
Assay & Purity Certificate
Professional XRF spectrometry or fire assay at a DGSM-accredited laboratory. Required for all shipments over 1 kg. Valid for 30 days from date of testing. Typical cost: $200–$1,000 depending on mineral and consignment size.
SAD
SAD & Certificate of Origin
Single Administrative Document filed via URA's ASYCUDA World customs system. Certificate of Origin issued by UNBS or Uganda Chamber of Mines. Required for customs clearance at all exit points. Corvex Logistics files same-day on a standing permit.

Assay & ITSCI Documentation

Third-party XRF spectrometry or fire assay at a DGSM-accredited laboratory with a certificate valid 30 days. Simultaneously: DGSM royalty clearance, export permit, ICGLR Regional Certification, and Kimberley Process certificate processed. We handle every stamp, every official, every form. Typical completion: 3–7 business days.

SAD Customs Declaration

Single Administrative Document filed via URA's ASYCUDA World system with assay certificate, commercial invoice, and Certificate of Origin attached. Export declaration submitted to Uganda Revenue Authority. Corvex Logistics files same-day on a standing permit, no queue delays at the URA counter.

Corridor Transit

Armed outriders and GPS convoy on your chosen corridor: Northern (Kampala–Mombasa, 3–4 days), Central (Kampala–Dar es Salaam, 3–5 days), or air freight from Entebbe (24–48 hours). Full mineral cargo insurance active from mine gate to destination. Port agent pre-notified on departure.

Port Delivery & USD Payment

Port handling, vessel loading, and bill of lading issued under your name. Full document pack including assay report, DGSM export permit, ITSCI certificate, Certificate of Origin delivered to your buyer simultaneously. USD payment confirmed within 5 business days of export clearance.
